	<ABSTRACT>&lt;p&gt;Rigor, says Harvard change expert Tony Wagner, &amp;quot;is the new reform de jour.&amp;quot; There seems to be a consensus in the U.S. that all children deserve a challenging and rigorous education. &amp;quot;The problem is, we have no common agreement about what constitutes 'rigor.'&amp;quot; Wagner accepted a challenge from a group of principals in Hawaii who wanted help developed a rubric for assessing rigor at all grade levels.
