In a series of policy briefs, the Southeast Center for Teaching Quality is sharing initial findings from a research project that looks at the impact of No Child Left Behind provisions on teaching quality. This issue focuses on NCLB mandates related to recruitment and retention. The SECTQ researchers report that while NCLB "has helped human resource personnel pay more attention to the importance of recruiting and retaining effective teachers" and reduced the incidence of nepotism common in rural districts, the law's impact has been mitigated by several formidable obstacles, including "much confusion and consternation over the 'highly qualified' teacher label."
