The Starksville (MS) school system is one of six "positive deviant" schools and districts featured in a new book from the National Staff Development Council, "From the Inside Out: Learning from the Positive Deviance in Your Organization." Each of the selected schools and districts is achieving above-average results with the same resources available to other, less-sucessful schools in their areas. In this article based on the book, author Joan Richardson writes: "Starkville is a district that knows how to learn. At the heart of its ability to learn is its expectation that every teacher and every administrator will be a leader of learning." Starkville, Richardson says, has developed the capacity "to identify teachers who are leaders and connect them in ways that allow those teachers to reach out to colleagues and help move them from the 'good enough' into the 'great' category." (NSDC "Results," April 2004).
