If you're thinking about giving students engaging and meaningful work (see above item), check out Youth Radio, an Oakland CA-based initiative that the Internet Scout Report says "is fast becoming a compelling and insightful media phenomenon that should be watched closely." The goal of Youth Radio, which supports a 24/7 web-based radio station, is to "promote young people's intellectual creative and professional growth through training and access to media and to produce the highest quality original media for local and national outlets." You'll find a unique mix of music and a host of stories reported by young people. Here's an idea that's do-able in any community.
