Rigor, says Harvard change expert Tony Wagner, "is the new reform de jour." There seems to be a consensus in the U.S. that all children deserve a challenging and rigorous education. "The problem is, we have no common agreement about what constitutes 'rigor.'" Wagner accepted a challenge from a group of principals in Hawaii who wanted help developed a rubric for assessing rigor at all grade levels.
