Catching Up With the Vaughn Express: Six Years of Standards-Based Teacher Evaluation and Performance Pay

In this article published at the Education Policy Analysis Archives, researcher Eileen Kellor recounts the six-year effort of a large urban charter school to create and implement an innovative pay-for-performance system. Kellor notes that few examples of alternative teacher compensation exist in the traditional school world because they take many years to design, gain approval, and implement. She believes that by examining the experience of public Vaughn Next Century Learning Center in Los Angeles, educators and policymakers can learn important lessons about developing and refining systems that link teacher pay to performance goals.
